About the Conference

The Great East Japan earthquake and tsunami shocked the entire world. Everyone watched in disbelief at the immensity of the disaster. This tragic event brings to mind experiences of the same nature, specifically the earthquake in Yogyakarta, Indonesia which struck on May 27, 2006 with a magnitude of 6.2, Indian Ocean earthquake and tsunami on December 26, 2004 with a magnitude of 9.1 which triggered a tsunami that hit Aceh, Indonesia and the Luzon, Philippines earthquake on July 16, 1990 with a magnitude of 7.8.  Both countries suffered tremendously too from these earthquakes and tsunami.

These events and other similar disasters will be discussed in this conference – workshop, with the discussions focusing on lessons learned from the experience and potential policy and program recommendations in terms of three main themes, as follows: disaster resilience – how communities conduct disaster preparedness, mitigation and recovery activities; social inclusion – how some sectors should not be marginalized arising from disasters, such as Filipina migrants in Japan and  older persons  in communities;  and, sustainability – how disasters of such  magnitude lead everyone to search for alternatives, in terms of the green economy, green technologies, and simple lifestyles.

The conference will gather around 100 individuals from Japan, Indonesia and the Philippines who are active in development work in the fields of disaster risk reduction and management, social protection and migration.


This two – day conference workshop aims to:
1. Discuss the current disaster situation of the three countries of Japan, Indonesia and the Philippines;
2. Draw lessons from the disaster preparedness, mitigation and recovery programs and experiences from the three countries;
3. Share adaptive social protection and social inclusion policies and programs related to disaster preparedness, mitigation and recovery;
4. Discuss challenges for development work arising from these events, such as the following: inclusion of disaster risk reduction and management topics in academic curricula of social work, community development, women’s studies and other academic fields; inclusion of concerns of minority migrant populations and other marginalized groups (women, children, older persons, persons with disability, indigenous peoples, etc.)  in disaster preparedness and recovery  programs; adoption of alternative technologies and lifestyles as examples of climate change adaptation measures; and
5. Build stronger networks among the participants from the three countries.
